Pendleton's fire department was called to bring its ladder truck to the Pendleton Flour Mills this afternoon to retrieve a 33-year-old man who had climbed to the top of one of the grain silos. Jeremy Keene, a firefighter and paramedic, said the man managed to climb up past the locked lid and onto the port ladder to the top. When asked why he did it the man told an officer it was to test their response time. Police Chief Stuart Roberts said he got up but couldn't get down and was complaining about his vision.

"I'm pretty sure he was dealing with some psychiatric issues but I couldn't tell you what kind," Keene said. The was safely brought down using the ladder truck and taken into custody. "Haven't seen anything like this before," Keene said.

The man moved to Pendleton recently and suffers from significant mental health issues and had not been taking his medications. Police charged him with trespassing.
