Cities in the Mid Columbia have been cracking down on panhandlers. An unintended consequence of those laws just cost the Moses Lake food bank several hundred dollars.

But residents are no longer allowed to approach cars asking for money or donations.

To skirt the rule the group got long poles and attached Christmas stockings!

But they recently discovered that, too, breaks the new panhandling prohibitions. They asked for an exemption but was told the proper procedure for granting one would take too long. The council voted whether to ignore the procedure and in a split vote it failed.

The firefighters were also not allowed to do their "Fill the Boot" campaign for muscular dystrophy in 2016.
